The introduction of innovation in small businesses in general requires sizes that are competitive at international level. This can be achieved by building supportive modules, which give businesses the potential for innovative growth to claim a part of the globalized market. The present research refers to the identification of the necessary attributes for the development of a cooperative formation that promotes the innovativeness of its members. At the same time, it forms a set of Critical Success Factors (Critical Success Factors), through which a cluster can capture and realize its level of integration. In this study a scientific method was developed to capture critical success factors in the creation and operation of clusters. This method records the status of a cluster in a questionnaire of 60 closed-type questions about the conditions in a cluster and the data to be monitored to make the necessary corrections and ensure its success. . In this paper the method CSF11 was applied to evaluate cluster performance. CSF11 method is a set of eleven predefined Critical Success Factors (CSF) with which a clusters' efficiency can be captured and its level of integration realized and monitored
